The present study for the “Preparation of the operational plan” will provide an overall operational plan concept for the Rail Baltica corridor on short, medium and longer term. The operational plan concept will act as a “blueprint” for the proposed transport offer, to be realized on Rail Baltica in the future. Based on the terms of reference the study comprises three main tasks: i . Analysis of transportation demand; ii. Elaboration of operations plan; iii. Elaboration of maintenance plan. The main tasks and the related subtasks of the study are the Review and analysis of transportation demand aiming at a clear picture about the distribution of the required train paths, the so called operational program . The underlying transport demand will be mainly based on existing studies which at least partly relate to the future alignment and the operational targets of Rail Baltica (travel and transport times and speeds, preliminary service patterns, location of main transport nodes). To translate the overall demand figures into an operational program the following facts will be considered: Development of rail freight transport production system (future of single wagonload, role of wagonload within the study corridor, further development of intermodal transport); Current and future passenger service concepts; Available rolling stock and transport and handling equipment for freight; Current and future rolling stock for passenger services; Economic viability of separate service (e. g. short- and long distance for passenger services). Elaboration of the Operations plan based on the operational program. It incorporates the following tasks: Revision of draft alignment and especially station track layout in the light of the operational program; Elaboration of a draft timetable showing the daily variation in resource utilisation and highlighting the achievable running, travel and transport times; Evaluation of resource utilisation (infrastructure capacity, operational staff, rolling stock circulation); Economic assessment of the operational effort. Elaboration of the maintenance plan aiming at allocation and dimensioning of necessary facilities for infrastructure and rolling stock maintenance. Since it is expected that railway maintenance and railway operation can be funded mainly from track-access charges, special care has to be taken when conducting the economic analysis. The economic assessment will focus mainly on infrastructure maintenance. Development of a maintenance strategy is dependent on the expected traffic level and the related quantities. Therefore at least the operational program must be fixed first. The operational plan shall also cover the important line section in Poland according to the currently proposed routing of Rail Baltica (PL/LT border – E ł k -. Bialystok – Warszawa node). The study will be mainly based on already existing data and documentation. Therefore the main task is to collect and consolidate the currently existing information. Required Information and Data In order to support the preparation of the operational plan with the targets and content described above the following data and information is required by the Consultant as additional input . W oparciu o zakres wymagań i obowiązków badani e obejmuje trzy główne zadania: i. Analiza zapotrzebowania na transport; ii. Opracowanie planu eksploatacyjnego ; iii. Opracowanie planu prowadzenia ruchu. Do głównych zadań i związanych z nimi podzadań opracowania należą : Ocena i analiza zapotrzebowania na transport w celu uzyskania jasnego obrazu rozkładu wymaganych tras pociągów, tzw. programu eksploatacyjnego . Opracowani e planu eksploatacyjnego obejmuje następujące zadania: rewizja układu torów kolejowych , a w szczególności układu torów stacyj n ych, 0 pracowanie projektu rozkładu jazdy pokazującego dzienne zróżnicowanie wykorzystania zasobów i podkreślającego osiągalne czasy jazdy , podróży pasażerów i transportu towarów ; o cena wykorzystania zasobów (zdolność przepustowa infrastruktury, personel ruchowy , obiegi tabor u kolejow ego ); e konomiczna oce n a efektywno ści operacyjnej . Wymagane dane i informacje Do przygotowania wyżej wymienionego opracowania konultant prosi o przygotowanie następujących danych i informacji. Model ten powinien obejmować model przyszłego schematu obsługi pociągów w horyzontach czasowych 2026, 2036, 2046 i 2056 (wr az z połączeniem Finlandii z Estonią ).
