I have the honour of writing to you following the successful sixth session of the Meeting of the
Parties to the UNECE-WHO/Europe Protocol on Water and Health, held in Geneva on 16–18 November
2022, which your country attended as a Party to the Protocol.
The meeting confirmed the relevance of the Protocol as a unique regional platform for
policymaking, knowledge exchange and facilitating national progress and decision-making on water,
sanitation, hygiene (WASH) and health. As emphasized by the United Nations Secretary-General
António Guterres in his opening statement, “[…] access to safe water and adequate sanitation is vital
to health, dignity, and inclusive development. The Protocol on Water and Health provides governments
with concrete tools to improve lives, realize the rights to water and sanitation, build resilience to climate
change, and prepare for future pandemics”.
In my capacity as Chair of the Protocol, I wish to express my gratitude for your active
participation and contribution to the Meeting of the Parties, as well as for the forward-looking
exchange on how to advance the water, sanitation and health agenda in the pan-European region, and
for sharing your country’s achievements, priorities and challenges.
In this context, I would like to refer to the enclosed programme of work of the Protocol on
Water and Health for the period 2023–2025, adopted by the Meeting of the Parties, which reflects the
priorities, needs and areas of common interest for countries in the pan-European region.

To enable effective implementation of the programme of work, it is essential that the Parties
to the Protocol provide the necessary financial resources. Implementation costs are estimated at
approximately 6.1 million US dollars for the three-year period. It is expected that these costs will be
covered by voluntary financial contributions from the Parties to the Protocol trust funds of both UNECE
and the WHO Regional Office for Europe.
I would like to thank you for the financial contribution provided so far and encourage your
country to continue contributing to the funding of the activities planned for 2023-2025, including the
staff of the joint secretariat supporting the activities under the programme of work.
I kindly ask you to send information on your intended contributions by 15 January 2024 to

[email protected]. The joint secretariat can provide, upon
request, advice as to the amount of financial contributions.
