I certify that I am duly authorised to sign this interim financial report and that the proposed
expenditure described in Part B from which this interim payment is calculated is a realistic
estimate of the expenditure that will actually be required by the fund for Bilateral Relations in
the period referred to in Part B.
I have thoroughly reviewed the actual expenditure incurred declared in Part A and confirm that
the information provided is accurate. I confirm that activities under the fund for Bilateral
Relations are carried out as described in the Bilateral Fund Agreement and that the incurred
expenditure is correctly represented.
Overall implementation status (including milestones):
2 crisis (COVID-19, Russia’s invasion to Ukraine) in the world have influenced bilateral
relations by postponing activities and moving activities to virtual channels. Project/initiative
periods have been extended, plans changed/adapted to the situation. Today the 2 crisis are
not effecting the activities as much as they did a year, two years and three years ago, but we
cannot overlook the effects in the past and the fact that the situation will never be exactly the
same as it was before 2020. Nevertheless we are still optimistic and foresee that all bilateral
fund initiatives will achieve their expected results. There are 6 finished and 9 ongoing initiatives
at national level. The funds are almost all committed, there might be surpluses from projects
finishing their activities. New initiatives may come after other initiatives have finished with lower
cost than expected or after reallocations from other programmes (not foreseen yet).
Programme level activities are also picking up speed. While EE-Innovation and EE-Research
programme have already done many bilateral activities, EE-Localdev and EE-Climate
programmes have also done their first events together with donor partners starting from 2022.
Since the eligibility period of bilateral fund initiatives is one year longer (30.04.2025) than for
projects under programmes (30.04.2024), all programmes foresee to fully utilise their bilateral
fund allocations.
There have been several written procedures of JCBF since the cut-off date of the previous
IFR:
1) Initiative “Visionary report on Estonian-Norwegian cooperation in renewable energy and
green transition, circular economy and digitalisation” period was extended until the end of
October, 2023.
2) Initiative “Supporting the development of laboratory information systems and 3D scanning
technology in the Estonian forensic service” period was extended until the end of May, 2023.
3) Initiative “Creating a comprehensive trauma training programme for Estonia with special
attention on the war in Ukraine and its refugee crisis” period was extended until 15th of
October, 2023.
4) New initiative “Creating new digital and environmentally friendly solutions for the Fram
Museum and the Estonian Maritime Museum permanent exhibitions and visitor services” was
approved on the 9th of February, 2023.
5) Initiative “Creating new digital and environmentally friendly solutions for the Fram Museum
and the Estonian Maritime Museum permanent exhibitions and visitor services” period was
extended until the end of November, 2023.
There has been one JCBF meeting since the cut-off date of the previous IFR. With the final
minutes of the 19.04.2023 JCBF meeting (minutes approved on 11.05.2023) all JCBF

members supported the activities of the second round initiative of “ECOC 2024 Duo
Networking” and therefore also support the surpluses from other initiatives to go to this initiative
first. JCBF also decided that at this point of time extensions should be viewed more critically.
