Object: Invitation to deliver a keynote address
Dear Minister Riisalo,
On behaif of the European Federation for Family Empioyment & Home Care (EFFE), it is my privilege
to extend a formal invitation to you to deliver a keynote address at our forthcoming event “10 years
on: what are the perspectives for the PHS sector in Europe for 20307’ on 14 November 2023 in Brusseis.
EFFE is invoived in the Personal and Household Services (PHS) sector at the EU level. Specificaliy, EFFE
advocates for the recognition and development of the direct empioyment model for PHS workers in
ali Member States. We believe the PHS sector can be a significant contributor to the EU’s post-COV1D
economic recovery, and that, shouid the Union provide PHS workers with the legal recognition they
deserve, the sector can be instrumental to meeting the demographic changes of tomorrow inciuding —
ever-increasing demand for care.
The Congress wiii ceiebrate EFFE’s 10-year anniversary and bring together the key European
stakeholders from the Personal and Househoid Services (PHS) sector for discussions that wiii be both
retrospective and forward-iooking. With the European eiections taking piace in June 2024, we aiso aim
to discuss current poiicy chaiienges, and come together to outiine recommendations for the next
poiitical cycie. Our ambition is for this event to be attended by ali representative stakehoiders from
the sociai affairs and poiicy fieid in Brusseis, and to create a unique opportunity for a structured
dialogue between these groups.
As the Minister of Labour and Sociai Affairs of the Repubiic ot Estonia, we wouid be honoured of your
presence and wouid be interested to hear about some of the best practices that you have
implemented. Estonia’s pioneering efforts to digitalise pubiic services and provide digital skiiis training
stand as an exampie to other Member States, particuiariy as they prepare to implement the Councii
recommendations on early chiidhood and iong-term care. Meeting the rising demand for care wiii
require more skiiied care workers and simpiified access to care through digital means. Your insight on
achieving this wouid be invaiuabie at a cruciai time for EU sociai poiicy.
