MC/2023.144.els 7 August 2023
Dear Minister,
It is our great pleasure to invite you to the Meeting of the OECD Health Committee at Ministerial
Level on Tuesday, 23 January 2024, and to a High-Level Policy Forum on Monday, 22 January 2024, both of
which will be held at the OECD Conference Centre in Paris, France.
The Ministerial meeting will provide a timely and important opportunity for Ministers to come together to
discuss the urgent task of building Better Policies for More Resilient Health Systems. The meeting will be
chaired by H.E. Mr. Frank Vandenbroucke, Deputy Prime Minister and Minister of Social Affairs and Public Health,
Belgium. The Vice-Chairs are H.E. Ms. Ximena Aguilera Sanhueza, Minister of Health, Chile,
H.E. Mr. Karl Lauterbach, Federal Minister of Health, Germany, H.E. Ms. Ingvild Kjerkol, Minister of Health and
Care Services, Norway, and H.E. Mr. Danijel Bešič Loredan, Minister of Health, Slovenia.
The meeting will provide a platform to exchange ideas, ambitions, and approaches to building health
systems resilience, to reflect on lessons learned from the COVID-19 pandemic, and to discuss the policy
challenges that lie ahead, together with the measures needed to address them. The meeting will also allow
Ministers to give a clear and strong mandate to the OECD and its Health Committee on the work it should undertake
to best support member countries. The meeting will also be informed by the preliminary results of the first of its
kind OECD Patients Reported Indicators Survey (PaRIS) implemented in 20 countries on the outcomes and
experience of primary care as reported by patients.
A plenary session in the morning will focus on Health System Resilience: Learning from Effective
Policies. The discussion will focus on lessons learned from the COVID-19 pandemic and the actions needed to
strengthen health systems to ensure that they are better able to withstand future shocks. The plenary will be
followed by a working lunch discussion on climate change and health.
In the afternoon, there will be five parallel break-out sessions focused on policy priorities areas for
strengthening resilience: i) the future of digital health after COVID-19; ii) bolstering public health: healthy
populations for more resilient health systems; iii) strengthening mental health resilience; iv) the future of
pharmaceutical policy; and v) investing in resilience: the health and social care workforce.
The High-Level Policy Forum will focus on The Future of People-Centred Health Innovation. The
Forum will bring together health policymakers, providers, patients, and other key stakeholders to discuss the steps
needed to better focus health systems performance measurement around the lives and perspectives of patients
and explore people-centred approaches to harnessing the transformative potential of innovations within and
beyond health, such as genetics, genomics, and artificial intelligence. It promises to be an exciting and innovative
event. You are invited to participate as a panellist during one of the thematic sessions throughout the day or on
the ministerial panel planned for the afternoon. As space on the panels is limited, we invite you to contact the
Secretariat by email to
[email protected] at your earliest convenience if you are interested in
participating.

Draft Agenda
8:00 – 9:15 Registration
9:15 – 9:30 Welcome and remarks by OECD Secretary-General Mathias Cormann
9:30 – 10:45 Session 1: People-Centred Health Innovation: where do we stand?
Questions for discussion could include:
• Has the pace of change within health systems in recent years kept
up with shifting expectations from the people they serve?
• How do we keep the focus on innovation that truly addresses the
challenges facing health systems?
• How do we make sure the introduction of innovative technologies
and new developments into health systems does not further
exacerbate existing divides?
10:45 – 11:15 Coffee Break
11:15 – 12:30 Session 2: Artificial intelligence and health: risks, opportunities and
social impacts
Questions for discussion could include:
• What does the take-up of AI tools in health systems mean for
equity?
• What are the possible implications of using AI and health for
privacy?
• How can AI be deployed and scaled to empower providers
and patients?
• How can AI be deployed to ease chronic clinical workforce
shortages? How can patients and clinicians be meaningfully
included in the design of AI for health, and in decisions around
their deployment, adoption, and sustainability?
• What have we learned from the COVID-19 pandemic, and how
can the use of AI and digitalisation help achieve preparedness
and resilience of health systems for all?
12:30 – 13:45 Lunch
13:45 – 15:00 Session 3: Genomic and genetic medicine: What implications for health
systems and care delivery?
Questions for discussion could include:
• What are the implications of genomics and genetics for health
system cost and value for money? Should genomics tests and
technologies be publicly funded and reimbursed?
• How do we ensure privacy and security of genomic
information and data in health? How to minimise the risk of
biases?
• How should health systems grapple with the rise of direct-to-
consumer genomic testing? What implications does this have
for equity? How do we ensure safety and quality in DTC
testing?
• What policy changes are needed for the health workforce in
relation to the use of genomics and genetics, particularly for
primary health care, for example in relation to new jobs, new
skills, new ways of working, and care pathways?
15:00 – 15:30 Keynote Address (Climate change and health)
15:30 – 16:00 Coffee Break
16:00 – 17:15 Ministerial Panel
Questions for discussion could include:
• What are the potential trends that health systems will need to
respond to in the near future? What are the main policy
opportunities and challenges for health systems to innovate,
while building on the learning from COVID-19?
• What has been your country’s experience in rolling out
genomic/genetics medicine and artificial intelligence? What
have been the lessons learnt?
• What are the challenges that still need to be overcome to
ensure that innovations such as genomics/genetics, artificial
intelligence, and others, deliver better health of populations
and improve health systems’ performance at affordable cost?
17:15 – 17:30 Closing Remarks
