Concerning current situation , when there are only 15 television media services licensed by ETRA, it would be really challenging to provide appropriate service for 1000 additional channels , as our current capacity would not be sufficient . In any case it would be possible only on the same grounds as for other media service providers . Please see Media Services Act (MSA), chapter 4: ( available in English : https://www.riigiteataja.ee/en/eli/511052015002/consolide ). Main strength , important to media service providers , is probably low license fees: 510 – 640 euros for a period of 5-10 years . At the same time they should be aware that in case the channel is licensed in Estonia, according to Language Act , it should be translated or subtitled to Estonian language ( please see § 18, https://www.riigiteataja.ee/en/eli/512012016001/consolide ). Most probably it would be a challenge for our industry to cope with the staff requirements . At the moment it is uncertain in which form will the Country of Origin principle stay in the Audiovisual Media Services Directive (AVMSD). In any case we would expect the fulfilment of these requirements . Currently we do not see such capacity available . The only known exported channels are Filmzone , Filmzone +, Kidzone and Kidzone Plus . The most popular imported channels are PBK, RTR Planeta and NTV Mir ( each ca 5% of the daily share ).
