TAOTLUSED
1. Jätta vaidlustus läbi vaatamata järgmiste riigihanke alusdokumentide tingimuste osas:
1.1. riigihanke alusdokumendi „277404 Menetluskord“ punkt 2.2;
1.2. riigihanke alusdokumendi „277404 Menetluskord“ punktid 9.8 ja 10.4.
2. Mõista vaidlustuse läbi vaatamata jääva osa (40%) eest sihtasutuselt Põhja-Eesti
Regionaalhaigla Osaühingu Balti Intermed kasuks 2143 eurot, millest 512 eurot moodustab
riigilõiv ja 1631 eurot lepingulise esindaja kulu.
3. Mõista sihtasutuselt Põhja-Eesti Regionaalhaigla Osaühingu Balti Intermed kasuks välja
ülejäänud menetluskulud (60%) summas 3214,50 eurot, millest 768 eurot moodustab
riigilõiv ja 2446,50 eurot lepingulise esindaja kulu.
1. ASJAOLUD
1.1. Riigihangete vaidlustuskomisjoni (VAKO) menetluses on Osaühingu Balti Intermed (vaidlustaja)
vaidlustus sihtasutuse Põhja-Eesti Regionaalhaigla (hankija) riigihanke „Operatsioonilauad 3“ (vr
277404) (riigihange) alusdokumentide (RHAD) peale.
1.2. 07.11.2024 esitas hankija vastuse vaidlustusele.
1.3. VAKO on võimaldanud esitada täiendavaid seisukohti kuni 13.11.2024.
1.4. Kuna hankija on võtnud teatud osas vaidlustuse omaks, on vaidlustaja nõus vaidlustuse osalise
läbi vaatamata jätmisega. Ülejäänud osas, milles hankija vaidlustusega nõustunud ei ole, jääb
vaidlustaja vaidlustuse juurde.

2. PÕHJENDUSED
A. VAIDLUSTAJA ON NÕUS VAIDLUSTUSE OSALISELT LÄBI VAATAMATA JÄTMISEGA
2.2. Hankija on 08.11.2024 kustutanud RHAD „277404 Menetluskord“ (Menetluskord) punkti 2.2 ja
punktides 9.8 ja 10.4 kustutanud lause osad, mis lubasid hankijal hindamise kriteeriumide
osakaalusid muuta. Vaidlustaja on nõus, et vaidlustus jääb nende tingimuste osas läbi vaatamata.
2.3. RHS § 198 lg 51 kohaselt tuleb vaidlustaja kulud mõista hankijalt välja, kui vaidlustusmenetlus
lõpeb RHS § 197 lg 1 p 8 alusel põhjusel, et hankija on vaidlustaja väidetud õigusrikkumised
kõrvaldanud, v.a kui õigusrikkumise kõrvaldamine ei olnud tingitud vaidlustuse esitamisest.
2.4. Vaidlus puudub, et RHADi muutmine on tingitud vaidlustuse esitamisest, kuna hankija heidab
vaidlustajale ette teabevahetuse kaudu päringu esitamata jätmist. 1 Seega tuleb vaidlustaja kulud
mõista 2/5 osas hankijalt igal juhul välja – isegi, kui ülejäänud osas peaks VAKO jätma vaidlustuse
rahuldamata.
2.5. Hankija etteheited vaidlustaja pahauskse käitumise kohta on alusetud. 2 Sellele viitab juba tõik, et
hankija on nõus, et vähemalt kaks vaidlustatud tingimust olidki õigusvastased. Väide, et
vaidlustaja „ei soovi osaleda ausa konkurentsiga riigihankes“, ei ole vaidluste sisu arvestades ka
kuidagi tõsiseltvõetav. Vaidlustaja on juba kahes riigihankes osutunud edukaks. Mõlemas
vaidluses, kus on otsus jõustunud, on tuvastatud hankija tegevuse õigusvastasus. Seejuures
osutas vaidlustaja esimeses vaidluses – vaidlus, mis puudutas konkurendi pakkumuse vastavust
– juba teabevahetuses, et konkurendi pakkumus on mittevastav, kuid hankija tunnistas sellest
hoolimata pakkumuse vastavaks. Vaidlustajale teadaolevalt on hankija langetanud põhimõttelise
otsuse mitte sõlmida vaidlusalust lepingut vaidlustajaga. Vaidlustaja tegevus selle õigusvastase
soovi realiseerimise takistamisel on põhjendatud ja kooskõlas igaühe õigusega pöörduda oma
õiguste rikkumise korral kohtusse (PS § 15 lg 1).
B. KAHEETAPILISE MENETLUSE LÄBIVIIMISEKS PUUDUB ALUS
2.6. Hankija viib riigihanget läbi konkurentsipõhise läbirääkimistega hankemenetlusena (hanketeate
punkti 2.1 „Menetlus“ alapunktid „Menetluse liik“ ja „Menetluskorra kirjeldus“). Menetluskord on
läbivalt üles ehitatud konkurentsipõhise läbirääkimistega hankemenetlusena (nt ptk 9).
2.7. Hankija väidab, et on valinud kaheetapilise menetluse seetõttu, et soovib välistada võimaluse, et
tema tegelikele vajadustele vastavad tooted ei vasta tingimustele ja vastupidise võimaluse, et
tema tegelikele vajadustele mittevastavad tooted vastavad tingimustele.3
2.8. Hankija põhjendusel võiks õigustada iga riigihanke läbiviimist kaheetapilise menetlusena, kuna
ainult sellistes menetlustes on hankijal võimalik algselt määratud tingimusi hiljem muuta. Kui seda
põhjendust aktsepteerida, siis muutub sisutuks üldreegel, mille järgi tuleb hankelepinguni jõuda
avatud või piiratud hankemenetluse teel (RHS § 48 lg 1). Konkurentsipõhine läbirääkimistega
hankemenetlus ei oleks enam erandlik, kui piisab sellest, et hankija väidab lakooniliselt, et ta
soovib välistada võimaluse, kus tema tegelikele vajadustele vastavad tooted jäävad kõrvale.
2.9. Juba 2022. aasta veebruaris toimusid hankija operatsiooniblokis Eestis pakutavate
operatsioonilaudade demod koos tootjatehase esindajatega. Sellest võtsid osa kõikide kirurgia
kliiniku keskuste kirurgid ja õed, kohal viibisid ka meditsiinitehnika teenistuse esindajad.
Demonstratsioon kestis terve päeva ja oli intensiivne. Arutati, näidati, prooviti läbi erinevaid
lauaplaadi konfiguratsioone, esitleti uusi tooteid ja kaaluti erinevaid lahendusi. Nende demode
tulemusena andis kliiniline personal sisendi soovitud tehniliste omadustega operatsioonilaudade
hankeks. Vaidlustajale teadaolevalt on hankekomisjon – kliiniline personal, kes hakkab
operatsioonilaudasid kasutama – andnud mõlemas riigihankes suunise, et vaidlustaja pakutud

tooted vastavad nende vajadustele. Hankija nüüdne väide, et ta ei tea, millised tema vajadused
on, ei ole selles kontekstis usutav ega realistlik. Kui hankija suutis eelmises riigihankes teha
järelduse, et tingimused tema tegelikele vajadustele ei vasta, peab ta olema teadlik, millised tema
vajadused on.
2.10. Väide, et hankijal ei ole võimalik oma vajadusi piisavalt täpselt kindlaks määrata, ei ole seega
eluliselt usutav. Hankija omab suurt kogemust operatsioonilaudadega, kuna tegemist on kõrgema
etapi raviasutuse ja Eesti suurima haiglaga. Usutav oleks, et hankija ei suuda oma vajadusi
täpselt kirja panna nt siis, kui ta ostaks mingisuguse tarkvara kasutusõigust, mida ta varem pole
kasutanud. Operatsioonilaudade puhul hankija väide ei päde. Operatsioonilaudade nõuded on
väga lihtsalt ja täpselt kirjeldatavad ning kõik haiglad on seni oma vajaduste kirjeldamisega
hakkama saanud – see, et haigla viib operatsioonilaudade ostuks läbi kaheetapilise menetluse
põhjendusel, et ta ei suuda oma vajadusi kirja panna, on esmakordne.
2.11. Vaidlustaja jääb seisukohale, et kaheetapilise menetluse läbiviimiseks ei tulene alust RHS § 48
lg-st 3 ja selle tegelikuks põhjuseks on hankija võimalus lihtsamini valida välja oma soosik
(võimalus kaks korda hinda pakkuda, õigus läbirääkimisi mitte läbi viia, õigus otsustada, milliste
tingimuste üle läbirääkimisi pidada). Sellele viitab ka asjaolu, et hankija tunnistas juba eelmises
hankes konkurendi pakkumuse vastavaks olukorras, kus ta oli teadlik vastupidisest (vaidlustaja
viitas sellele toona teabevahetuses).
C. KAALUNÕUETELE PUUDUB MÕISTLIK PÕHJENDUS
2.12. Vaidlustaja hinnangul ei ole põhjendatud (RHS § 3 p 2), et TK punkti 11.1 järgi peab
ekstensiooniseadmega ortopeedilist lauplaati olema võimalik kasutada vähemalt 160kg
patsiendiga.
2.13. Hankija väidab, et ta on kaalutingimuste sätestamisel lähtunud oma erialase tegevuse
vajadustest (kuigi ennist väitis hankija, et ta ei suuda oma vajadusi kirja panna). Hankija väitel on
tal hetkel kasutuses vaidlustajalt ostetud Otesus lauad, mille maksimaalne patsiendi kandevõime
on 155 kg ja see on praktikas olnud piisav.4 See ei vasta tõele.
2.14. Hankija viitab vanale, Otsesusel lühiajaliselt tootmises olnud ekstensiooniseadmega lauaplaadile
koodiga 1150.59XX. Vaidlustaja ei ole seda toodet hankijale kunagi pakkunud ega müünud.
Vaidlustaja on hankijale müünud tooteid koodiga 1150.20D0 (lisa 1 ja lisa 2). Selle kandevõime
on kuni 245kg (lisa 3, p 11.2.4). Hankijal ei ole kasutusel ekstensiooniseadmega laudasid, mille
maksimaalne patsiendi kandevõime on 155kg, vaid ligi 100kg kõrgema kandevõimega lauad.
2.15. Vaidlustaja viitas vaidlustuses, et Eestis on hinnanguliselt vähemalt 2500 inimest, kes kaaluvad
160kg või enam, ning tõenäoliselt veelgi rohkem, kuna Tervise Arengu Instituudil on statistika vaid
tööealise rahvastiku kohta (vanus 16—64) (vaidlustuse lisa 4). Seejuures on meedias kirjutatud,
et isegi kiirabiauto raami kandevõime 227kg ei pruugi peagi vajadustele vastata, kuna „inimesed
on läinud nii paksuks“.5 Hankija väitel ei ole seni ühelegi patsiendile jäänud kaalunõuet arvestava
laua puudumise tõttu tervishoiuteenus osutamata, 6 kuid hankijal ei ole seni olnud ka nii madala
kandevõimega laudasid, nagu ta nüüd tahab osta (160kg).
2.16. Seejuures: TK p-s 11.1 on sätestatud kaalunõue lauaplaadi nullasendis ja lisatarvikuteta.
Kirurgid sellistes tingimustes tegelikult ei opereeri. Lauaplaat tõstetakse sobivale kõrgusele ja
seda liigutatakse horisontaalselt patsiendi pea või jalgade suunas vastavalt sellele, kus
operatsioon toimub. Lisaks kinnitatakse operatsioonilauale käetoed ja küljetoed (viimased
vajadusel). Sobiva kõrguse ja horisontaalse asendi andmine ja käetugede lisamine vähendavad
lauaplaadi kandevõimet oluliselt, vähemalt 20—30kg. Praktikas tähendab see, et

ekstentsiooniseadmega lauaplaadil ei ole hankija seatud tingimuste järgi võimalik opereerida
patsiente, kes kaaluvad enam kui 140kg.
2.17. Vaidlustaja on jätkuvalt seisukohal, et niivõrd madalale kaalunõudele, nagu on sätestatud TK p-s
11.1, ei saa olla mõistlikku põhjendust. Kaalunõue on valitud lihtsalt konkurendi toodete järgi.
Kuna kõik miinimumnõuded on mõistliku põhjenduseta sätestatud ühe pakkuja toodete järgi,
osutub see pakkuja ka riigihankes edukaks. Hankija ei taga seega tegelikku konkurentsi (RHS §
3 p 3), mille poole ta väidab ennast püüdlevat.
2.18. Kuigi hankija püüab väita vastupidist, on ekstensiooniseadmega ortopeedilisel lauaplaadil
tervishoiuteenuse osutamisel oluline tähendus. Näiteks reieluu murdude korral, mida esineb tihti
(noorematel avariid, eakamatel kukkumised jm), ei ole võimalik viia operatsiooni läbi universaalsel
lauaplaadil (sellel puudub ekstensiooniseade). Nagu selgitas vaidlustaja vaidlustuses ja millele
hankija vastu vaielnud pole, on Põhja-Eesti Regionaalhaigla (PERH) kõrgema etapi raviasutus,
kellele suunatakse edasi patsiendid teistest haiglatest, kui neil tervishoiuteenuts osutada ei ole
võimalik. Sedavõrd madalal kaalunõudel, nagu hankija on sätestanud, on seega väga praktiline
negatiivne mõju Eesti patsiendiohutusele.
D. ÕLAOPERATSIOONIDE LAUAPLAADI HINDAMISE KRITEERIUMIST ON VÕIMALIK SAADA PUNKTE
VAID ÜHEL PAKKUJAL
2.19. Hindamise kriteeriumis „Õlaoperatsioonide lauaplaadi lisad“ antakse punkte mh selle eest, kui
õlaoperatsioonide lauaplaadil on röntgenkiirust läbilaskva osaga küljetoed.
2.20. ABMG tootevalikus on õlaoperatsioonide lauaplaat, millel on röntgenkiirust läbilaskva osaga
küljetoed. Vaidlustaja tootevalikus sellist õlaoperatsioonide lauaplaatide kombinatsiooni koos
karboonist küljetugedega ei ole. On kas tavalised röntgenkiiri vähem läbilaskvad õlaoperatsiooni
3-osalised lauaplaadid ilma karboonist küljetugedeta või täiskarboonist 3-osaline seljaplaat
õlaoperatsioonideks koos karboonist küljetugedega. Vaidlustaja tootevalikus ei ole vahepealset
varianti.
2.21. Hankija väited küljetoe eraldi hindamise vajaduse kohta on asjakohatud. 7 Kui hankija soovib nii
küljetugede kui seljaosa röntgenkiirtele läbilaskmist, siis peavad mõlemad olema karboonist.
Lisapunktide andmine ainult karboonist küljetugede eest ei ole põhjendatud. Kui tootja on ette
näinud, et küljetoed on vajalikud, on need ka komplektis. Kui need ei ole vajalikud, siis neid
komplektis ei ole. Vajadus sõltub sellest, kui suur osa seljaplaadist on õla juurdepääsuks
eemaldatav. Kui eemaldatav osa on väike ja enamus toetuspinda seljale säilib, pole küljetugesid
vaja: ei karboonist ega tavalisi. Kui eemaldatav osa on suur, siis on küljetoed komplektis vajalikud.
Kui on mittekarboonist seljatugi, siis selle metallist toestusraam on röntgenläbivalgustusel nähtav
ja karboonist küljetoed tervishoiuteenuse osutamisele eraldi kaasa ei aita.
2.22. Kriteerium on vastuolus proportsionaalsuse ja konkurentsi efektiivse ärakasutamise
põhimõtetega (RHS § 3 p 1 ja p 3). Ei ole mingit mõistlikku põhjendust, et hankija annab punkte
sellise õlaoperatsioonide lauaplaadi eest, millel lasevad röntgenkiirgust läbi üksnes küljetoed.
Kriteerium võimaldab ABMG-l pakkuda odavamat lauaplaati, kuid saada selle eest siiski punkte,
samas kui vaidlustaja on sunnitud pakkuma kallimat lauaplaati, mille kõik osad lasevad läbi
röntgenkiirgust.
3. MENETLUSKULUDE NIMEKIRI
3.1. Vaidlustaja menetluskuluks on tasu Advokaadibüroo TGS Baltic AS poolt osutatud õigusabi eest
18,7 töötunni ulatuses summas 4077,50 eurot (käibemaksuta) ja riigilõiv summas 1280 eurot.
Seega kokku on vaidlustajal vaidlustusmenetluses tekkinud menetluskulusid käibemaksuta
summas 5357,50 eurot.

3.2. Kantud kulude koosseis nähtub detailselt lisaks olevast kuluaruandest (lisa 4 ). Vaidlustaja
kinnitab, et kõik käesolevas nimekirjas nimetatud kulud on kantud seoses käesoleva
vaidlustusasjaga.
4. MENETLUSLIKUD KÜSIMUSED
4.1. Tähtaegsus. VAKO on võimaldanud esitada täiendavaid seisukohtasid kuni 13.11.2024.
Seisukoht on tähtaegne.

1.2.3.5 Definition of permissible overall load
The "permissible overall load" results from adding up patient weight, side rail accessory weight
and positioning aids. The "permissible overall load" is the load which may be put on the table top.
Restrictions might result from the components table top and transporter for which other overall
loads may be valid, or from special patient positions.
1.2.3.6 Definition of protrusion
Protrusion is the gap between the mounting point(s) of a table top to the relevant outer edge of
the table top components (e.g. head rest, leg plates) applied to the front.
The maximum protrusion of a table top may not be exceeded.
1.2.3.7 Definition of cleaning mode
In cleaning mode, the column can be moved automatically to the highest position for cleaning
without the table top.
1.2.3.8 Definition of hazardous location, Zone AP-M
The medical environment is designated as "Zone AP-M" (1).

1.2.3.9 Definition of positioning and transportation positions
When moving, a distinction is made between moving the mobile operating table with a patient
and without a patient.
Positioning position
Moving the mobile operating table with a patient is only permitted within the operating theatre un-
der the following conditions:
• The mobile operating table must be in the positioning position, i.e. lateral tilt and longitudinal
shift are reset and the table top height is restricted.
• The mobile operating table is not approved for patient transfer.
Transport position
Moving the mobile operating table without a patient is only permitted within the hospital under
the following conditions:
• The mobile operating table must be in the transportation position, i.e. lateral tilt, inclination,
motor-powered leg plate adjustment and longitudinal shift are reset and the table top height is
restricted.

Incorrectly adjusted patient orientation may cause adjustment of the OR table in a
direction that was not intended.
Check the correct patient orientation prior to making any adjustments.
The patient orientation is indicated in the status bar on the display on the hand
control.
The patient orientation depends on the position of the patient on the table top.

Each component is available in various versions. Each component has its own operating instruc-

1.5 Basic requirements
1.5.1 Use in accordance with the intended purpose
This product is an active Class I medical device according to the Medical Device Directive 93/42/
ECC, which will have to be entered in the medical device log.
In accordance with the above-mentioned directive, the only persons who may operate this
product are those who have been instructed, by authorized personnel, in the use of the product.
This product is to be used exclusively in human medicine.
Patients may be placed on the device and brought into position only under the supervision of
medical personnel.
Rooms used for medical purposes where surgical procedures are carried out on this product shall
comply with VDE Regulation 0100 Part 710 and/or the corresponding local codes.
The rooms used for medical purposes must fulfil the following requirements:
• Connection for potential equalisation
• Equipment to protect against electric shocks
• Electrically conductive floor (corresponding to Group 1 or 2 as per VDE 0100 Part 710).
Accessories
Accessories or combinations of accessories may only be used as and when indicated in these
operating instructions.
Other accessories, combinations of accessories or consumables may only be used if they are de-
signed specifically for the use in question and will not adversely affect either performance fea-
tures or safety requirements.
1.5.2 Applicable standards
The product satisfies the basic requirements set forth in Annex I of the 93/42/EEC Directive as
drafted by the Medical Devices Council (Medical Devices Directive) as well as the applicable na-
tional (German) codes and the Medical Devices Act in Germany. This has also been demonstra-
ted through the application of the corresponding standards, which have been harmonised with
the 93/42/EEC Directive.
1.5.3 Intended purpose
1.5.3.1 OTESUS operating table system (1160.01XX)
The OTESUS operating table system (1160.01XX) is intended for the the support and positioning
of patients directly before, during or after surgery as well as for examination and treatment purpo-
ses.
The OTESUS operating table system (1160.01XX) is designed for use with a maximum overall
load on the table top of 155kg without any limitations with regard to the positioning and adjust-
ment functions.
Depending on the column and the table top being used, an overall load of up to a maximum of
380 kg is possible but with limitations with regard to the positioning and adjustment functions.
The product may only be operated by medically trained staff within the OR environment. Any use
other than described above is deemed not to be in accordance with the intended purpose.

The OTESUS operating table system (1160.01XX) may not be used under the following condi-
tions:
• With an overall load on the table top of more than 380 kg in conjunction with the columns
(1160.01A0/B0/C0)
• With an overall load of the table top that exceeds 250 kg in conjunction with the independently
manoeuvrable column (1160.01D0),
• if the overall load exceeds 155 kg, without taking restrictions into account
• with accessories which are not approved by Maquet.
• In rooms in which a magnetic resonance tomograph is deployed within the 0.5 mT line
1.5.3.2 Column
The column is used to make adjustments in height, Trendelenburg/reverse Trendelenburg and
lateral tilt of the patient position on the table top.
A distinction is made between the following versions:
• Stationary column (1160.01A0)
fixed installation with built-in base plate, maximum overall load on table top of 380 kg
• Stationary column (1160.01B0)
fixed installation with surface-mounted base plate, maximum overall load on table top of
380 kg
• Mobile column (1160.01C0)
suitable for moving/positioning within the surgical tract using a transporter, maximum overall
load of table top is 380 kg
• Independently manoeuvrable column (1160.01D0)
suitable for transportation (without patient) within the surgical tract/positioning within the oper-

The column (1160.01XX) may not be used under the following conditions:

Stationary transformer unit (1150.80A0)
The stationary transformer unit (1150.80A0) is used to power the stationary columns (1160.01A0/
B0).
1.5.3.3 Table tops
The table top is used to support and position patients for surgical procedures immediately before,
during and after the surgical phase.
Table tops are radiolucent and enable intraoperative use of X-ray equipment. The modular con-
struction of the operating table system makes it suitable for all surgical disciplines.

The hand controls are used to adjust the column and the table top modules under motor power.

used to recharge the rechargeable batteries in the IR remote control.

During the adjustment procedures, always pay attention to the OR table and ac-
cessories and avoid collisions. Ensure that tubes, cables and drapes are not trap-
ped.

When locking elements are released (eccentric levers, handle screws, locking
catches etc.) the locking functions are disabled and the parts of the product are
free to be moved.

trols (corded hand control, foot switch and override control panel) have priority over
the infrared hand controls (IR remote control).
When simultaneously operating hand controls of equal priority, the adjustment of
the OR table may be interrupted or stopped.

Before each adjustment of the operating table system, check the set patient orien-
tation and adjust, if required.

The speed of the adjustment process changes according to the overall load.
If the overall load is heavy, the downward movement will be accelerated, whereas
the speed will be reduced during upward movement.
3.2 Attaching the hand control to the side rail
C A U TION !
Property damage!
If a hand control is attached to the side rail, it may slide along the side rail or cause
a collision between the hand control and OR table / accessories when the table top
is adjusted.
Remove the hand control from the side rail before adjusting the table top.

3.3 Override control panel
General
In the event of malfunctions or if the hand controls are defective, the operating table system can
be operated by means of the override control panel. The override control panel is located on the
column.
To execute a function, press and hold the release button. Then, at the same time, press the de-
sired function button until the corresponding position is reached.
The column can only be moved if the table top is mounted, with the exception of the cleaning
mode.
N OTE
If the batteries in the mobile / independently manoeuvrable column are exhausted,
then the override control panel will only operate if the column is connected to the
mains.
In this case the operating table is not approved for use in areas subject to explo-
sion risk (AP-M)!

The IR remote control is equipped with powerful batteries which enable adjustments for several
days. The rechargeable batteries can be recharged using a charger [8 Page 38].
3.5.2.2 Acoustic signals of the IR remote control
Acknowledgement tone
▪ The acknowledgement tone is emitted
once, when a button is pressed.
Repeated intermittent tone
▪ The repeated intermittent tone is sounded
when a button is pressed and while the
appropriate function is carried out.
Quick intermittent tone (4 signal tones

3.5.2.3 IR code
The IR remote control is uniquely assigned to a single OR table by way of the electronic encod-
ing.
The IR code is shown on the display in the [System information] menu item [8 Page 57].
3.5.2.4 Transmission power
The transmission power for the IR remote control is sufficient to operate the draped OR table
from a greater distance. If the desired adjustment is not executed by the OR table, even though a
button is depressed completely (status symbol for data exchange between operating table and IR
remote control [8 Page 47]does not appear) then you should re-aim the IR remote control or
change position slightly. In this case, it is possible that the IR receiver on the column may be
blocked (by a person, for instance).
The batteries may also be another reason for a weak transmission signal [8 Page 38].

Defective rechargeable batteries may not be opened, disposed of in household

Check the patient's position and support when aligning the leg plate and adapt it, if

With the zero-position variants standard, fast and standard inverted, the manual
adjustment functions (head rest and leg plate) as well as the longitudinal shift of
the table top are not aligned.
With the zero-position variants, the longitudinal shift is cancelled and the table top
is moved to the height of the transfer position.
Depending on use, there are the following options that can be used to position a patient horizon-
tally:
• Zero-position version standard
• Zero-position version fast
• Zero-position standard inverted
• Zero-position version transfer
The desired zero-position version is set in the menu [Settings: zero-position version]

3.7.5.6 Menu [Patient positions]
W ARNING !
When automatically moving to a patient position, an extreme patient position may
occur if an adjustment function, e.g. tilting, is performed too long. The patient may
slip from the table top.
When automatically moving to a patient positioning, always observe the patients
and stop the adjustment if necessary.
Reduce / avoid extreme patient positioning with the aid of a counter adjustment
function. Then move to patient position again via the menu [Patient position].
Up to 10 different patient positions can be saved and recalled in the [Patient position] menu. Ev-
ery patient position can be assigned an arbitrary name to allow better differentiation. These stor-
ed patient positions can be selected from a list.

The [System information] menu item indicates
the name of the hand control (1) as well as the
IR code (2).
You may choose any name for the hand con-
1 trol (e. g. OR 22). The indicated IR code de-
pends on the hand control. The remote control
indicates the IR code of the remote control
2 and the corded hand control indicates the IR
code of the OR table.

The OTESUS (1160.01XX) operating table system includes the following column versions:

4.1.1 Motorised adjustments
All columns are fitted with motor-powered drives for the following adjustments:
• Column up / down
• Incline table top (Trendelenburg / reverse Trendelenburg)
• Tilt table top to the left / right
4.1.2 Acoustic signals issued by the OR table
In certain situations, the column outputs acoustic signals.
Brief signal tone
A brief signal tone is sounded in the follow-
ing cases:
▪ An operating message is shown on the
display of the hand control.
▪ When inclining the table top and the 0°
position has been reached.
▪ When inclining the table top and the 0°
position has been reached.
▪ During table top transfer when the trans-
porter can be removed.
This signal tone can be deactivated / activa-
ted in the [Settings, Signal tone of the col-
umn] menu.
Continuous tone
The continuous tone is sounded once the
end position of the adjustment function has
been reached as long as this button is
pressed on the hand control.

The slow intermittent tone is sounded in the

▪ An operating function is being executed

▪ An operating function is being executed
and a collision warning is shown on the
display of the hand control.
This signal tone can be deactivated / activa-
ted in the [Settings, Signal tone of the col-
umn] menu in some cases.
Quick intermittent tone (4 signal tones
per second)
The quick intermittent tone is sounded in the
following cases:
▪ The rechargeable battery of the column is
fully discharged.

signed to that OR table. Always make sure that the IR remote control is with the

4 Stationary columns (1160.01A0/B0)
The column, and therefore the operating table,
are assigned to the IR remote control using an
IR system code.
The encoding of the IR remote control and the
operating table is to be programmed by au-
thorised personnel.
The IR system code is made up of the digits 0
to 9 and letters A to F.
The IR system code which has been set can
be read from the display of the IR remote con-
trol [8 Page 57] and at the column head of
the operating table.

4.2 Stationary columns (1160.01A0/B0)
4.2.1 General
The stationary column is mounted ready for operation and it is permanently installed.
A distinction is made between the following versions:
• (1160.01A0) with built-in base plate: The column is set into the floor.
• (1160.01B0) with surface-mounted base plate: The column is set down on top of the floor.
4.2.2 Rotate the stationary column

350°. The stationary column (1160.01A0) is

4.3.1 General
The mobile column (1160.01C0) is moved by means of the transporter. The swivel castors which
may be extended to move the column are integrated into the independently manoeuvrable col-
umn (1160.01D0) for transport / positioning. Both columns are powered via internal batteries or
mains. The battery charge level is monitored and indicated optically and acoustically.
4.3.2 Equipotential bonding

Without equipotential bonding, products with differing electrical potentials may
cause short circuits on the operating table.
Establish potential bonding prior to each use of the operating table.

Defective rechargeable batteries shall be recycled as per 91/157/EEC.
Defective rechargeable batteries may not be opened, disposed of in household
waste, burned or thrown in water.
Defective rechargeable batteries must be disposed of at local collection points.

protection is ensured. The product may be used in areas subject to explosion haz-

The operating table columns are supplied with fully charged batteries. The capacity
of the fully charged batteries is sufficient for one week of OR operation, depending
on the frequency that adjustments have to be made.
Battery operation of the OR table is always preferable to operation on mains pow-
er.
Please note:
• Fully charged rechargeable batteries will provide power for about 1 week of OR operation (5
days of operation).
• To protect the rechargeable battery, the mobile / independently manoeuvrable column
switches off automatically when the battery has deep discharged (charge capacity < 5 %).
• A complete charging cycle takes about 3 hours.
• Recharge the batteries overnight.
• Insufficient battery charge is indicated by the blinking or flashing orange battery charge state
status indicator on the mobile / independently manoeuvrable column. When this happens, do
not start a new operation. If the status indicator for battery charge state switches from green to
orange during an operation, the operation may be completed.
• If the LEDs are lit orange or red, the adjustment ability of some table tops is restricted to the
horizontal position [zero-position] in order to prevent battery failure.

4.3.5 Battery charging
4.3.5.1 General

If the rechargeable battery is not being charged, the cover of the mains connection
on the column must always be closed.
Do not use the column with the cover open.
N OTE
To avoid recharging the batteries while the OR is in use, we recommend recharg-
ing the batteries daily after the surgical work.
If the rechargeable batteries of the mobile/
independently manoeuvrable column have not
been recharged after approximately 7 days or
if the column has not been used, the stand-by
mode will be switched off. The status indicator
for the battery charge state (1) will go out. No
adjustments can be made.
Recharge the batteries via mains supply.

The independently manoeuvrable column can be moved in a longitudinal, trans-
verse and diagonal direction. The swivel castors remain positioned against the di-
rection of the most recent movement. If the column is to be moved at an angle of
90° to the most recent direction of travel, increased exertion of force is required,
since the swivel castors are positioned across the desired direction of travel. In this
instance, travel at an angle (angle of about 45°) to the desired direction of travel in
order to reduce the force needed.

General:
Whenever adjusting an accessory or the table top joint downward, there is a collision risk: with
other products in the adjustment range of the OR table, the OR table base or the floor.
If a risk of collision is recognised, the adjustment procedure is halted as soon as mounted acces-
sories are adjusted into the critical area. In such an instance, the OR table can then only be ad-
justed in a restricted adjustment mode. In addition, a collision message is shown for hand con-
trols with display.
Pressing the adjustment function key again within 3 seconds allows the adjustment of the OR ta-
ble to be continued with decreased speed. A cyclical acoustic signal sounds during this adjust-
ment phase. The user must monitor the adjustment constantly to avoid a possible collision with
the OR table foot or the floor.
The collision recognition feature can only recognise accessories that are directly attached to the
leg plate mounting point. Side rail accessories and accessories that can only be connected to the
leg plate mounting point by using a further accessory will not be recognised.
The user must pay special attention to accessories that are not recognised by the collision recog-
nition when adjusting the OR table in order to prevent collisions.

Some table tops are equipped with accessory
recognition at the leg-side mounting point
which can recognise appropriately coded leg
plates. With this, a potential collision can be
determined in time and a collision warning out-
put.
Encoded accessories are fitted with a "Code
Plug" (1) at the front of the mounting pin.
Accessories which are not encoded at the
mounting pin can be used at the leg plate
mounting point; however, there is no collision
protection when making adjustments.
If a possible table top module collision is rec-
ognised, a warning signal is emitted and the
1 adjustment is halted. With a hand control with
a display, a message indicating "Risk of colli-
sion" is displayed.

careful observation of the adjustment proce-
dure:

The adherence of the patient to the table top may vary significantly, in particular,
when tilted or angled. Among other things, this depends on the following factors:
• Different adherence of the patient underlay on the SFC padding and the PUR
padding,
• Adherence between patient and patient underlay,
• Patient weight
• Lateral tilt angle
• Inclination angle
To prevent the patient from sliding on the table top, always fasten the patient to the
table top (e. g. with patient straps).
4.4.3.1 Fitting and removing the SFC padding
The SFC padding is fixed to the table top with velcro straps and can be removed.

The transporter is used for the following transport types:
• Transport of patient on table top (table top transfer)
• Transport of mobile column (column transfer)
By adjusting the transfer selector lever, you can switch between the two transport types.
The transporter travels in straight lines and can be moved easily. To manoeuvre the transporter,
the tracking feature can be deactivated using the transverse movement function. The table top
can be inclined on the transporters (1160.61A0/62A0) and height adjusted in addition in the
transporter version (1160.62A0).
4.5.1 Locking / unlocking the transporter

transported on both sides of the transporter in the lateral protection mount.

5.1.2 Table top safety catch
After every transfer procedure, the operating
table system automatically checks whether the
safety catches (1) are properly engaged in the
mounts (2) on the columns.

2 the transfer process is stopped and the slow
intermittent tone is sounded.
Proceed as follows if the transfer process
was interrupted:

Use only all-purpose cleaners which are slightly alkaline (soap solution) and which
contain tensides or phosphates as active cleaning ingredients.
In the event of heavily contaminated surfaces, use concentrated multi-purpose de-
tergent.

Residues of physiological saline solutions (e. g. sodium chloride) may attack the
surfaces of the product.
Remove residues of physiological saline solutions with a cloth dipped in clean wa-
ter. Then dry the product with a dry, lint free cloth.

• No transporter has been slid in.
• For collision prevention: The space above

In the event of product surfaces that are very dirty, carry out an additional cleaning
procedure before disinfecting the product.

Material damage due to excess exposure times!
Exceeding the given exposure time of the disinfectant may damage the surfaces.
Observe the specified exposure time of the disinfectant manufacturer.
8.3.2 Suitable disinfectants
To carry out disinfection, only use surface disinfectants based on the following combinations

9.2 Inspection and Maintenance
To ensure safe operation of the product, perform an annual inspection in accordance with gener-
ally recognised codes of practice. The inspection includes safety controls as well as lubrication of
the product, if required. The inspection must be performed by an expert who is able to ensure
proper implementation of the safety controls due to proper training, knowledge and experiences
gained by practical activities.
Upon request, the technical information needed to perform the inspection is available
from Maquet.
Maquet recommends the conclusion of a maintenance agreement to ensure the availability of all
functions as well as increased durability. For this reason, Maquet offers maintenance contracts
comprising different services. Maintenance may only be carried out by the Maquet service de-
partment or by service technicians authorised by Maquet. Maintenance must be performed every
2 years and, as of the 5th year, every year.
9.3 Malfunctions and troubleshooting
Potential malfunctions and the rectification of such are described in the following tables.
9.3.1 Emergency operation mode
In the case of a malfunction, the OR table can often still be operated. The OR table is put into in
emergency mode: The adjustment function stops or is not executed and warnings are shown on
the display.
Emergency mode variant I:
After pressing the operating function key again, the movement is performed for approximately 2
seconds.
The emergency mode can be performed again: Let go of operating function button and press
again.
Emergency mode, variant II:
Press the operating function button for approximately 10 seconds. A warning is shown on the dis-
play. Press operating function key again and pay attention to the adjustment of the OR table. Ad-
justment function is performed in slow speed.
The emergency operation mode enables you to complete an ongoing operation on the OR table.
The OR table deactivates after approximately 3 seconds of inactivity by the hand control.
After the operation, the OR table must be decommissioned and inspected by an authorised serv-
ice technician.
In emergency mode, each adjustment of the OR table must be performed with special caution in
order to prevent injury to patients / staff and property damage to the OR table
