Nordic Council of Ministers ' Office in Estonia Lai 29 10133 Tallinn 21.03.17 nr 3-16/17-0314-010 Letter of recommendation I would like to recommend Estonian Technical Regulatory Authority’s (ETRA) employees from Industrial Safety Division Adviser of the Building Department Ahto Tuuling, Chief Specialists Riina Tamm, Liis Piper, Toomas Tamm, Maanus Urb, Margo Tauts, Arvo Kuld and Merike Ring to participate in Nordic-Baltic Mobility Programme for Public Administration. Their aim is to visit Sweden and Denmark. We share quite a lot of common fields with Boverket in Sweden. For example i mplementing energy efficiency of buildings, construction products market surveillance, boilers safety etc. We especially like to share our experiences and difficulties of adapting the near zero energy building benchmark by the year 2021 and Sweden has more experiences in energy efficiency and its cost optimal, some of which Estonia has already adapt ed . We hope to get some new ideas how to promote cost optimal e nergy efficiency of buildings. Danish Energy Agency is responsible of implementing two Directives, which are in common with ETRA . We like to get to know how Denmark is adapting with the near zero energy building rule by the year 2021 and how their energy audits are conducted . In addition, Denmark is one of the leading countries of building wind parks. T his is a nother important and relevant topic for both of us and we can share experiences starting with planning , also environmental impact assessment and finally utilization . In addition, I would like to recommend ETRA’s employees from Transport Division Railway Safety Department Head of Department Kadi Zavadskis, Chief Specialist s Aleksei Gornev, K arl Siim , Triinu Uiboleht and Kristel Künnap and Transport Division Advisor Margus Meius to participate in Nordic-Baltic Mobility Programme for Public Administration. Their aim is to visit Denmark and Norway. Denmark and Norway have past experiences on the railway safety topics that interest us, particularly in adoption and implementing the new traffic management system. Secondly we hope to gain valuable knowledge about railway crossing and railway safety altogether. All public servants who are listed above show great professionalism and effort on their activities to innovate and develop our industrial safety and railway safety sector s . Opportunity to participate in this kind of project gives the mentioned employees possibility to study the best practices used by the other regulators in the field of energy efficiency of buildings and railway safety .
