First name: Katrin
Surname: Luuken
Position: Assistant Director General
Home institution: Estonian Technical Regulatory Authority
2. Type of application Group
3. Start and end dates of the fulfilled activities: From 12.09.2016 to 23.02.2017
4. Description of the results of the activities, including the timetable and contents of the
activities:
NORWAY: In Norway we visited Norwegian Communications Authority (Nkom). First day
representatives from both institutions gave a brief introduction of their organization and we started
also discussion of maritime radiocommunication. Next day we discussed about frequency control and
monitoring, weather radar interference cases, spectrum auctions and Digital audio broadcasting
issues, so we went through all topics more deeply: monitoring system: how it is built, interferencies,
causes etc. On the third day we discussed market surveillance and implementing RED directive. Also
we got an overview of broadband state aid program in Norway, how they measure the broadband
speed, also Nkom’s role within internet governance/Net Neutrality issues. On the last day of our visit
we covered topics like reliabililty and safety of public telecomunication networks and changing ICT
world (regulatory challenges). In general the visit was organized all-day lasting seminar type
meetings because the location of monitoring centres were very far from Lillesand. So we did not
have a chance to look around at their real monitoring office, but a person from monitoring centre
Svalbard participated at the seminar and he gave a good overview of monitoring centre’s everyday
activities and tasks.

ICELAND: In Iceland our host institution was Post and Telecommunication Administration, but in total
we visited two organisations - Post and Telecommunication Administration and Icelandic Goast
Guard. At first we introduced our organisational structure and tasks in general. Main topics that we
covered were maritime communication, radio licenses, equipment, market surveillance, radio
spectrum monitoring, measurings and radio directive. We also saw the equipment they use and
during our visit to Joint Rescue and Coordination Centre Iceland (JRCC) we got a better understanding
on how in limited circumstances of resources it is possible to work out a very good system.

5. Please describe how the project benefited your organisation:
This project gave an excellent opportunity to visit our colleagues and have a look, how they handle
same issues, to obtain and share best practices. Now we have a better understanding and we got
some new ideas how to implement our surveillance system.
6. Please describe how the project benefited the Nordic-Baltic cooperation:
During this kind of visits we get a better understanding on how the same issues are handled in
different countries. Now we have more contacts and new knowledge which makes cooperation easier
and less bureaucratic. During our visit to Iceland we introduced the NB8 programm and the host
organisation was very interested to come visit our organisation as well.
7. Please describe how gender equality perspective was integrated in the project?
Both women and men in different age groups participated in this project.
8. Please describe how the project measured against the indicators of success listed
below
Increased visibility of Nordic-Baltic cooperation, Increased experience exchange on best practices in
respect of public administration and facilitation of harmonisation of standards
Explain:
Both organisations we visited never heard about this programme so we gave a short overview and
introduced the nature and conditions of mobility programme for public administrations as well.
Visits gave us new contacts and better understanding of what kind of support we could offer to each
other if neccessary. All ideas we got we hope to integrate into our everday work.
9. Did your project attract media attention? Please provide all links to media sources
(also social media like Facebook, news on your or your partners’ homepage(s), etc).
In Norway our visit was described in local news. Katrin Luuken will send you a pdf version of the
news via email beacause there is no online link to the news. In Iceland they were planning to make a
summary of our visit for intraweb and during our visit they played Estonian Eurovision songs in their
intraweb. Both visits were covered in our internal web as well.
