Teema: Nordic-Baltic Mobility and Network Programme for Public Administration
Dear Sir/Madam
My name is Triinu Uiboleht and I work at the Estonian Technical Regulatory Authority which is an agency
working under the Ministry of Economic Affairs and Communications. We also fill the duties of National
Safety Authority and are tasked with the broader objective of helping to implement European and
national railway policies through the improvement of safety, Infrastructure Manager and Railway
Undertaking supervision and authorization of parts of the railway system.
I am writing about Nordic-Baltic Mobility and Network Programme for Public Administration
(http://www.norden.ee/en/about-us/funding/mobility-programme-for-public-administration). This
program gives us an opportunity to visit two Nordic countries for exchange of experiences in the
common working fields. We would like to explore the opportunity to come to a study visit Your
organisation to transfer knowledge and best practices in railway transport supervision activities and
methods. All associated costs would be financed by Estonian Technical Regulatory Authority and the
Nordic Council.
The aim of this letter is to explore the possibilities of a potential study visit and discuss shared intrests to
put together a visit programme. The most interesting topics for us are related to railway infrastructure
and more specifically authorization/implementation of a new railway traffic management system from
NSA perspective (including NoBo / AsBo assessments). For us the topics mentioned are very important
and current as the Rail Baltic project will test our ability to efficiently manage all the related activities.
If it would be possible for you to receive our delegation please let us know your initial decision by 10th of
March, as we must make preliminary arrangements with the Nordic Council. The final decision, if our
project would be successful and we were able to visit, is made in May 2017. Because of the wide range
of fields, I understand if I need to send a more formal letter please let me know if it is necessary.
Please do not hesitate to contact me if you require further information and if you are interested in
visiting us, you are welcome.
Best regards
Triinu Uiboleht
