Dear Mr. Jarmo Komppa
On 13.01.2017 you sent to the Estonian Technical Regulatory Authority an application to accept the
Notified Body NMi’s certificate No T10033 revision No 12.

We would like to inform you that with the European Parliament and the Council of the European
Union’s Directive No 2014/32/EU and with the regulation of the minister of Economic Affairs and
Infrastructure that came into force on 29.03.2016 stating that only active energy meters must comply
with directive requirements. According to the Directive No 2014/32/EU there is an obligation to undergo
conformity assessment and procedures can choose between B+F or B+D conformity assessments
modules.
The regulation of Ministry of Economic Affairs and Communications No 57 that came into force on
20.09.2016 does not require any more verification for the energy meters reactive power measuring part.
According to this, national type approval certificate for the measuring instrument is not necessary.
Based on the above, Estonian Technical Regulatory Authority can’t issue anymore national type
approval certificate for energy meter reactive energy part.
Secondly, the paid state fee you can request back. For this, you must write an application in simple form
where you state the date when payment was made, your bank account number and reason, why wrong
payment was made. It must be addressed to Estonian Technical Regulatory Authority.
