Subject: Funding request for participants’ travel for the meetings of the conferences of the Parties to
the Basel, Rotterdam and Stockholm conventions, to be held back-to-back, from 19 to 30 April 2027,
in Panama City, Panama, and in support of the regional preparatory meetings for the 2027 meetings
of the conferences of the Parties to the Basel, Rotterdam and Stockholm conventions
Dear Sir/Madam,
As you may be aware, the meetings of the conferences of the Parties to the Basel, Rotterdam
and Stockholm conventions are scheduled to take place in Panama City from 19 to 30 April 2027.
Regional preparatory meetings are scheduled to take place in four regions of the United Nations in the
month of March 2027.
The regional preparatory meetings serve to inform Parties on the organization of work and
agenda items of the meetings of the conferences of the Parties and to facilitate regional groups
consultations in advance of the meetings. Full and effective participation of developing-country
Parties, in particular least developed countries and small island developing States, and Parties with
economies in transition in these meetings is essential to ensure that the views of all countries are
adequately reflected in the respective outcomes of these meetings.
In this context, I am writing to seek your valued contributions to support the participation of
eligible participants in these meetings, with estimated budgets of USD 1.14 million for the regional
preparatory meetings, and USD 2.08 million for the meetings of the conferences of the Parties, for a
combined total of approximately USD 3.22 million.
We would like to note that the above budgets have been adjusted compared to the approved
budgets set out in decisions BC-17/28, RC-12/15 and SC-12/29 to take into account the location of the
meetings of the conferences of the Parties in Panama City. All figures include 13% programme
support costs. Please note that estimated funding requirements may evolve, taking into account
potential upward trends in airfares and the locations of the regional preparatory meetings.
In line with decisions BC-17/28, RC-12/15 and SC-12/29, we would therefore like to appeal to
Parties, and invite others in a position to do so, to contribute as promptly as possible to the voluntary
trust funds of the Basel, Rotterdam and Stockholm Conventions to allow for the participation of
eligible participants in the above meetings.
Please note that, given the significant funding needs outlined above, every contribution, no
matter how small, will significantly aid us in achieving the aforementioned objectives. In this regard,
early receipt of funding is critical for the effective planning of the regional preparatory meetings and
for the finalization of travel arrangements.

As the 2026–2027 biennium is now underway, we are pleased to share with
you this new edition of the BRS Fundraising Bulletin. Attached, you will
find an updated overview (as of May 2026) of programme of work (POW)
activities requiring funding, including the corresponding budgets, in
support of intersessional work under the Basel, Rotterdam and Stockholm
Conventions during the current biennium.
Timely voluntary contributions remain essential to address the funding
needs for the implementation of voluntarily funded activities under the
BRS conventions. In particular, such contributions are critical to support
ongoing and forthcoming intersessional processes, including time‑sensitive
technical and procedural work.
In addition, given the importance of ensuring full participation in the
2027 meetings of the Conferences of the Parties and the related regional
preparatory meetings, we have addressed this matter in a dedicated
fundraising letter circulated separately on 16 April 2026 (attached for
ease of reference). We encourage you to refer to that letter for details
on how early voluntary contributions during 2026 will be key to supporting
timely planning, organization of meetings, and travel arrangements.
The Secretariat has also published a set of generic concept notes
outlining voluntary funding needs for the 2026–2027 biennium. These are
available on the BRS conventions’ website here and are intended to support
Governments and interested entities in identifying opportunities to
contribute to the effective implementation of the Conventions.
