Dear Tartu Circuit Court members,
I am a researcher at PPMI currently working on a project funded by the European Commission regarding soft
measures to prevent insolvency, the so-called 'flanking measures'. I am gathering practices from other EU
countries with the goal to inform insolvency law reform in Lithuania. I am trying to learn more about how judges
in Estonia specialise in insolvency cases. From what I understand, circuit courts have thematic �judicial
colleges�. I was wondering where I could find more information about the judicial colleges and, more generally,
understand how judges are appointed to insolvency cases and how they achieve specialisation.
I would be very grateful for your assistance and please see the European Commission�s letter of support.
