Kind request for a meeting on behalf of Moldovan Supreme Council of Magistracy and USAID Open Justice Program

Dear Tartu Circuit Court representatives, My name is Victor Guzun, former Ambassador of Moldova to Estonia, currently residing and working in Tallinn. I am also the consultant of USAID Open Justice Project in the Republic of Moldova. The USAID Open Justice Project in Moldova is a two-year rule of law initiative. The project performance period is May 2017 – May 2019. An overarching purpose of the project is to assist the Government of Moldova to improve the efficiency and transparency of the Moldovan judicial system and improve access to justice for citizens of Moldova. Open Justice Project is organized into two complementary objectives: Objective 1 will align case management system (CMS) updates with recently passed laws and ensure CMS upgrades complement court reorganization and optimization to strengthen their administration processes and systems in areas such as case-flow management, court performance data, budget planning, and human resources. Objective 2 will build transparency and accountability by supporting judicial authorities and the Government of Moldova to advance and fully apply judicial ethics standards. Under the Objective 1, Open Justice Project will ensure that CMS upgrades complement court reorganization and optimization (CRO) to strengthen court administration processes and systems in areas such as case flow management, court performance data, budget planning, and human resources. Estonia is considered one of the most advanced digital society in the world - E-Law, E-Courts and E-Police - and could serve as one of best example of how a country of Moldova’s size and soviet past heritage may become a model for efficient reforms, including justice reform and court reorganization, optimization, digitization and automation. To ensure an efficient and smooth support to court reorganization and optimization in the Republic of Moldova, Open Justice Project will organize a study visit for a group of representatives of Moldovan justice sector in Estonia during the period March 10-16, 2018. The delegation will be composed of 15 members of the Court Reorganization Working Group. In the preliminary list of participants (tbc), there are: Minister of Justice of the Republic of Moldova, head of the staff of the Ministry of Justice, Director of the Agency for Court Administration, 2 members of the Moldovan Council of Magistracy, 5 chairpersons of district courts, 1 member of Special Telecommunications Center and 3 USAID Open Justice Project staff members. Confirmed list of participants will be available in short time, after final approvals. We plan to organize meetings for the delegation with the representatives of the Estonian Ministry of Justice, Estonian Council of Court Administration, Supreme Court of Justice, Harju Regional Court, Tartu Appeal Court, Tallinn Administrative Court, North District Prosecutor Office, Department of Prisons of the Ministry of Justice, E-Court system developer, RIA. The goal of the study visit is to ensure a successful familiarization of the Moldovan counterparts with the results of justice sector reform in Estonia and especially with court reorganization, optimization, digitization and automation. In this context, on behalf of USAID Open Justice Project and Moldovan Council of Magistracy, we kindly ask Tartu Circuit Court for a meeting with our delegation (estimative time of the meeting is 1,5 h) where the members of the Moldovan delegation could learn about Your experience and establish contacts with Your representatives. We will organize a Estonian-Russian-English translator for the meeting (all members of the delegation speaks Russian as foreign language and a part of them speaks English).
